If you want to run the iRacing sim, you do need to have the software downloaded, installed and updated.
But if you just want to navigate through the website, look at your stats, forums, etc, you do NOT need to have the iRacing software installed. However, graphics will appear grey and you will have a notification on the site showing your service is not running.
