1. In Windows Explorer, navigate to: C:\Program Files (x86)\iRacing:
and double click on the file Start_iRacingService.bat (let the black command prompt box open and close).
Log back into the website and refresh the page.
2. Check to see that the license is not expired and that is is valid. See https://support.iracing.com/solution/articles/31000145385-how-to-check-if-a-license-is-valid-and-or-expired
3. Check to see if the Windows Firewall is enabled. Some operating systems require Windows Firewall to be enabled with the iRacing executable files allowed and some just need the Windows Firewall to be disabled. Try both.
4. Check that the commercial.ini file on the Admin machine is configured properly:
