Please try deleting the track and/or car files you’re trying to load from your iRacing installation directory and download it again
By default, iRacing is installed C:/Program Files (x86)/iRacing
If you installed from Steam, it would be C:/Program Files (x86)/Steam/steamapps/common/iRacing
