Usually, this happens when iRacing is installed in multiple locations.

Please confirm that iRacing is only installed in a single location and that the install folder isn't backed up locally or using a cloud backup service (like OneDrive or Dropbox). The default install location for a Steam iRacing account is below.

C:\Program Files (x86)\Steam\steamapps\common\iRacing
(This folder could be different if you chose a custom games folder in Steam)

Please delete any files and folders from other duplicate installs or backups.

After doing this, please verify the installation using Steam's UI. Then, install any updates from members.iracing.com using Chrome, Firefox, or MS Edge. If you have difficulty installing updates, please start the helper service by clicking Start_iRacingService.bat in C:\Program Files (x86)\Steam\steamapps\common\iRacing.

You can check whether the helper service is running by opening Windows Task Manager and looking for iRacing.com Helper Service in background tasks. If you do not see it, starting the service manually will likely resolve the issue. Please right-click on the helper service in Task Manager, select properties, and confirm that the location of the helper service matches the location of the iRacing program install.

After taking these steps, please try to open the user interface again by going to C:\Program Files (x86)\Steam\steamapps\common\iRacing\UI and clicking iRacingUI.exe.
