Please try and go to your Documents folder, open the iRacing folder and open the file called "core.ini".
In that file, in the Communications section, change the value of "connect_sockets" from 0 to 1 and then save the file and try again.
Please also try deactivating Reshade - we are investigating a potential issue with this.
